In the competitive landscape of defense and aerospace, few materials carry greater strategic significance than Mondaloy. Mondaloy is a nickel-based superalloy invented in the 1990s by metallurgists Monica Jacinto, then working at Rocketdyne, and Dallis Hardwick from the Rockwell Science Center. The problem they were solving was not incremental. Prior to the 1990s, U.S. engine makers avoided oxygen rich staged combustion cycle engines because high pressure gaseous oxygen would burn components, and the materials that resisted burning were so weak they required heavy reinforcement. The implications for national security have been substantial. The alloy was eventually used in approximately 12 components of Aerojet Rocketdyne’s AR1 engine and the Hydrocarbon Boost Technology Demonstrator, programs designed explicitly to end American reliance on Russian-made RD-180 engines. Congress mandated it: Section 1604 of the Fiscal Year 2015 National Defense Authorization Act required development of a domestic next generation rocket propulsion system to eliminate dependence on foreign engines for national security launches. The federal investment reflected the material’s importance. The Air Force awarded Aerojet Rocketdyne an Other Transaction Authority agreement for the AR1 on February 29, 2016, with a base value of $115.3 million, later modified with an additional $69.8 million, while Aerojet’s own SEC filings disclosed cumulative AR1 research and development costs of $236.6 million through Q3 2017 alone. The Knowledge Concentration Problem

What Mondaloy’s history reveals, perhaps more sharply than any other case in modern aerospace, is how profoundly critical technical knowledge can become concentrated in the hands of very few people. Only two people held the complete manufacturing chain for Mondaloy from laboratory composition through flight-qualified hardware. For 20 years, Jacinto shepherded Mondaloy through multiple Air Force and NASA contracts, as well as the company’s internal research program. Mondaloy is now governed by ITAR, International Traffic in Arms Regulations, as a critical national security technology, with specific composition ranges, processing parameters, and additive manufacturing procedures held as proprietary by L3Harris following their $4.7 billion acquisition of Aerojet Rocketdyne in July 2023.
